Although I have CF set to block unknown contacts, and the number is in neither Android's nor my PIM's contacts… the phone rang.
Why is that? Am I missing something in the Settings?

I've only had two notifications like that, both SPAM. I guess they're getting creative.

I don't know if it's specific to the Xiaomi+HyperOS phone I got some weeks ago, but at this point, I got this notification twice:
"Voicemail payload not available yet, try playing audio.", with phone=Unknown.

It's the opposite: When a legit call comes in (I just got a call from my bank from a new number, so it got blocked; Considering the number and the context, I called it back just to check), I'd like to add it to Android's phonebook so that it's not tied to CF in case I choose to use another...
I guess you mean "Skip number in contacts".
Since CF doesn't have it, I sugest adding the following item in the pop-up menu that is displayed when long-pressing a call that's been blocked: "Add to phonebook/contacts".

Apparentely, numbers I enter in CallFilter's whitelist are independent of Android's phonebook.
Is there a way to sync the two lists, or at least one-way export CF → Android?

I don't know the difference between rejecting/dropping/muting calls, but this phone is running Android 9, and the Mute option says it's only available with 10+ anyway, so that will have to wait until I get a new phone.

Thanks. I don't want to block calls from unknown numbers, just 1) send them to voicemail 2) without ringing the phone, and ideally 3) only notifying me if they did leave a message (since spammers and scammers rarely do).
