The phone call from black listed phone number are filtered (no ring) but they can let voice message on the voicemail.
How to forbid the access to the voicemail to th black listed phone number ?

We can't do this as a customization in our app, but it's possible!

You can do it with the service settings of your mobile operator:

1. Enable Call Waiting service
2. Disable call forwarding to voicemail on busy event

Done!

How it will work: When a call is blocked, Call Forwarding on Busy event will be triggered. Such a call will not be forwarded to voicemail. On the other hand, with Call Waiting, regular calls will never be missed.
 
Will those who are not blacklisted be able to leave voicemails?

Of course! Regular and blacklisted callers will never get a busy signal when they call you. This is because you have call waiting enabled. Only blocked calls get a busy signal. And they will not be diverted to voicemail.
 
My service provider does not allow turning off 'call forwarding to voicemail on busy event' so I set it to forward to one of the blacklisted numbers. When I receive a call from that number it is just a computer call. 'Call waiting' is enabled. Do you think that will work?

I have 'Block all except contacts" selected on. It seems to me that in accordance with your instructions above, a blocked number (never a contact number) should get a busy signal and not be sent to voicemail. A blacklisted number should get a busy signal and get sent to voicemail. So it appears that I should never add numbers to my personal blacklist if I never want to see anything about them. I should only block them. Have I got that correct?

Maybe, but I'm not sure. Your setup is too complicated. Only testing will show how it works.

What mobile operator do you use? I thought call forwarding and voicemail were basic services that worked the same everywhere.
