Blocked Callers Leave Voicemail

I have seen this problem raised already but the solutions do not work for me.
Unless I can get the otherwise excellent CallFilter to deny blocked calls access to voicemail I will have to give it up.
I would like to understand why it happens anyway? Does CF not simply terminate blocked calls?
At the moment I am plagued by spam and the calls are blocked, but then I have to daily go through and manually delete, one by one, up to 6 or 7 voicemails.
This is really a show stopper for me when it's a daily chore and worsening.
Any info very appreciated.

Hi there! Callfilter.app can handle unwanted calls in two ways: either by rejecting them or by silencing them (the caller still hears the ringing, but your phone stays quiet). Both options might sometimes lead to voicemail, but that part is entirely up to your mobile carrier — the app itself can’t control voicemail settings.

Thanks - I did try that but my operator (the 'Three/Vodafone' network in UK) doesn't support the action No. 2 (Disable call forwarding to voicemail on busy event).

I have set Callfilter.app to block all calls from numbers not in my contacts, and used the wildcard in my whitelist to allow calls form certain area codes (eg 01634*) - I don't want any of the blocked calls to be leaving voicemails, for the reason as in the OP.

Looks like this is not possible then?
