I fixed the format, now the list works. There should be no spaces in the [code ] tag.
 
I accidentally blocked all calls except from kansas and montana i didnt mean to. I thought i was blocking all calls outside the usa. Can someone tell me how to get it back to how it was before

You can set all calls from other countries to be blocked. Here is a link to the list:
